UPDIS Shares Shenzhen Experience with Republic of Sakha, Russia

On 25 April, 2025, Mr. Viktor D. Romanov, Minister of Construction of the Republic of Sakha (Yakutia), Russia, led a delegation to attend the working meeting on“Urban Development and Construction of the Republic of Sakha” held at the School of International Design, Harbin Institute of Technology, Shenzhen. At the meeting, several technical planning and design institutions from Shenzhen shared experiences related to urban planning, smart construction, and innovative building technologies.

Amongst them, the Urban Planning and Design Institute of Shenzhen (UPDIS) delivered a detailed presentation on the Shenzhen’s transformation over the past 40 years—from a small border town to a modern international metropolis—earning high praise from the Russian counterparts. Ms. Yu Lu, President of UPDIS, highlighted that Shenzhen’s plan-led urban development model could serve as a valuable reference for the Republic of Sakha. She also expressed hope for deeper exchanges and collaboration between the two regions in the field of urban development and construction.

Minister Romanov expressed his gratitude for the insightful sharing by the Shenzhen counterparts and would look forward to enhanced cooperation with Shenzhen in areas such as planning and design, engineering and construction, technological innovation, and talent development. He extended a sincere invitation for UPDIS to visit the Republic of Sakha this summer to gain a deeper understanding of their local development needs, and explore opportunities to be engaged in the Republic’s planning and development initiatives.

As introduced by the Russian delegation, the Republic of Sakha (Yakutia) is the largest administrative region in the Russian Federation, with a total area of approximately 3 million square kilometers—roughly the size of India—making it the largest subnational administrative unit in the world. With a population of around one million, it is home to over 120 ethnic groups, with Yakuts accounting for about half of its total population. The region faces harsh climate, characterised by short summers and long, frigid winters, with average winter temperatures of around -30°C. At the same time, the Republic of Sakha is rich in natural resources, including world-class reserves of gold, coal, and natural gas. Notably, it accounts for 30% of global diamond production.

Given these geographic and environmental conditions, the Republic of Sakha is eager to learn from Shenzhen's experience in achieving rapid yet high-quality urban development, to promote steady urban growth and construction. Leveraging our strong professional capacity in planning and design, as well as deep practical experience developed alongside Shenzhen’s growth, UPDIS looks forward to deepen understanding of Sakha Republic’s urban context and explore China-Russia collaboration opportunities.
