In 2016, Shenzhen became China's first city to propose comprehensive development of a child-friendly city. This marked a pivotal decision in Shenzhen’s transition from "Shenzhen Speed" to "Shenzhen Quality," emphasizing social care and sustainable talent development in the new era.
1. Exploring Child-Friendly City from the perspective of children's rights: building a child-friendly city means adopting a human-centered approach, respecting children’s nature, focusing on their healthy development and genuine needs, and providing supportive social and spatial environments.
2. Core strategies based on UNICEF’s framework and Shenzhen’s local characteristics: three key strategies were defined:
- Establish mechanisms for children to engage in public affairs;
- Moderately develop a universal children social security system;
- Build a comprehensive child-friendly spatial system.
3. Implementation Plan: A three-year action plan approved by the city government, led by districts and departments, and supervised by the Shenzhen's Women and Children’s Work Committee was developed. The Plan outlines six categories of initiatives, including "ensuring safety, expanding space, enhancing support, and promoting participation," as well as campaigns for child-friendly awareness and public policy research. A robust implementation framework was established, covering institutional support, pilot projects, guidelines, evaluation metrics, project execution, and certification incentives.
