Shenzhen is fully committed to building a global marine hub and will continue to explore promoting the integration of land and ocean space, strengthening the development of marine ecological civilization, and improving marine innovation capabilities. The New Marine City is located on the east bank of the Pearl River Estuary, within the core area of the Greater Bay, adjacent to Shenzhen International Convention and Exhibition area, Bao'an International Airport and Fuyong Wharf, and has a comprehensive transportation advantage of "sea, land, air and rail". The total planned land and sea area is about 44km², and the detailed design scope of land and coastal zone is 7.44km².
The Plan aims to develop a unique marine personality for the area, revamp the conventional resource allocation approach through top-level spatial design and explore a harmonious relationship between sea and city that promotes restoration through development. Also, to establish a new paradigm of whole-process ecological-led land development and land-sea symbiosis, explore the "outer sea + inland river + land" integrated marine-city spatial model for the future, comprehensively improve the level of integrated land and sea governance, and build a co-existence community between human and ocean.
