Huairou Science City is positioned as a world-class strategic scientific innovation highland, with basic scientific research as its core mission to promote civilization progress. The total land area is 100.9km2, and developable land is about 40km2.

The Plan integrates technological rationality with humanistic touch to propose for two major concepts: "Evolutionary Network" and "Inspirational City". Evolutionary Network is a technological innovation system that learns from the biosphere, and Inspirational City is a people-oriented city with a strong scientific ambience. The overall urban design shapes Huairou's style with the integration of mountains and rivers, and shaping its character based on promoting orderly vitality. The Plan proposes three design themes of "Yanqi River", "Popular Science Park" and "Huairou Square" in conjunction with its existing charactersitics.
