In order to upgrade and transform our city and promote its coordinated development with water, the Shenzhen Municipal Government emphasized the importance on sponge city construction by organizing the preparation of the "Shenzhen Sponge City Development Sectorial Planning and Implementation Plan with a long-term guarantee for sponge city construction. 

In the planning process, innovative methods such as using localized indicators via model-assisted decomposition techniques, GIS-assisted pattern analysis of water-retention spaces, and systematic layout planning of water-retention measures were adopted in response with Shenzhen's characteristics. The plan not only implements the requirements of the "Interim Provisions on the Preparation of Sponge City Specialized Plans" from the Ministry of Housing and Urban-Rural Development, but also strengthens it in combination with Shenzhen's characteristics.
