Planning Series of Shenzhen International Low-Carbon City
Shenzhen International Low-Carbon City is a "China-Europe Sustainable Urbanization Partnership Flagship Project". It is developing into a climate-friendly pilot area, an emerging low-carbon industrial cluster, a low-carbon lifestyle pioneer zone, and a low-carbon international collaboration demonstration area. It strives to build a comprehensive experimental area for national low-carbon development and demonstrate China's responsible image and attitude in responding to climate change.
Shenzhen International Low-Carbon City undertakes the three missions of agglomeration, demonstration, and output. It follows the strategic arrangement of developing from point to whole, and taking three steps to achieve the "R&D", "pilot" and "mass production" of low-carbon city and low-carbon technology. Its planning framework is divided into three levels: "Strategy-Space-Implementation". Firstly, a detailed layout as well as an investment and financing plan for the 1km² start-up area were prepared, which then guided the formulation of the development schedule and financing arrangements. Secondly, a 53km² low-carbon city spatial master plan was prepared to build the overall spatial framework. Finally, a detailed plan and a financing plan for the 5km² expansion area was carried out, and further improve the low-carbon development model and pathway.
