This is a sectorial plan at the overall planning level and an important part of Foshan's Three-Year Action Plan for urban upgrading. The project deliverables include a general planning report and four sectorial research reports on space, transportation, municipal services and the community. This will lead the city and districts to carry out low-carbon city development works in an all-rounded manner, especially in the areas of transportation, greenery, infrastructure, etc., and become Foshan's guide to new urbanization path towards low-carbon ecology.

The plan focuses on low-carbon city development goals, outlines and indicator systems, and proposes a four-in-one framework of "Strategy-Measures-Guidance-Projects". Through the implementation of industrial, spatial, transportation, municipal services, buildings and other relevant low-carbon strategies, it is planned that Foshan will comprehensively reduce more than 80 million tons of carbon emissions by 2020.
