The relevant national departments have successively issued 16 policies and regulations, stressed the need to promote integrated underground services tunnels. For Shenzhen, the city has been highly developed, new land is extremely scare, and existing buildings and pipelines are already densely distributed. The planning of integrated undergound services tunnel network faces the "Four Challenges" of construction location selection, layout formulation, pipeline selection to be housed within the tunnels, and implementation coordination.

The Plan adheres to the principles of "rationality, pragmatism, and scientific" to create an "economic, reasonable, safe and compact" integrated underground tunnel system. The focus is on the network's location, layout, selection of pipelines entering the corridor, and its implementation.
