Xixian New Area is located between the built-up areas of Xi'an and Xianyang, with an area of ​​882km². In 2015, it successfully became the first batch of sponge city pilot cities in China. The "Xixian New Area Sponge City Develompent Master Plan" is the overall guide for Xixian New Area to innovate urban development methods, coordinate the promotion of sponge city development, and solve water problems in the process of urbanization. The project has a strong exploration, demonstration, and pioneering role.

The Plan divides the sponge system of Xixian New Area into three categories: natural sponges, semi-artificial sponges and artificial sponges, corresponding to the macro, meso and micro levels, respectively. It alleviates water shortages through "water replenishment", "water storage" and "water release", improves the quality of water ecological environment through "water protection", "water purification" and "water flow", as well as reduces urban flood risks through "water infiltration", "water stagnation", "drainage" and "water control".
