This plan frames the infrastructural skeleton and the site selection for the new administrative center, commercial center, industrial and logistics park of for the capital city of Angola, with the planning purpose to relieve the development pressure of the old city, divert the urbanization of Luanda to its peripheries, and establish a new national image. The spatial concept of ‘clustered city along the belt’ is introduced to provide a flexible but patterned grid structure to handle the uncertainties in the long range development. A number of city clusters have been developed in the past 20 years of planning implementation.
