Preah Sihanouk Province is the maritime gateway and coastal tourist destination of Cambodia. Transforming Preah Sihanouk Province into a multi-purpose special economic zone and integrating all the four coastal provinces into a special economic corridor is a major national development strategy proposed in Cambodia Industrial Development Policy and the Pentagonal Strategy Phase I. Taking the experience of Shenzhen SEZ in terms of its planning and development, UPDIS provided strategic studies, integrated master planning, policy consultation and industrial development advice through participatory planning along with national decision makers, ministers and provincial administrators, and provided top-level design on the institutional framework, implementation mechanism and public projects for Cambodian government to operate this national mega-project.
