This round of overall urban design is different from the previous blueprint design. Instead, on top of Shenzhen's stabilised spatial pattern, it systematically upgrades the "urban design system elements" in a "relay race" manner, which repairs and enhances Shenzhen's characteristics and quality, and kicks off the "top-level design" of Shenzhen's urban design work to a new era.

The Plan needs to cope with a series of challenges such as shaping its characteristic, improving the spatial experience, increasing the capacity of existing urban areas, and cultivating innovative vitality. Under the vision of creating "Glocal ShenZhen•Shenzhen Home Facing the World", it will build a super bay area metropolis, a vibrant public urban area, a three-dimensional compact city, and a pioneering cultural city, forming a more open, congregated, diverse, personalized, vibrant and attractive world-class city-home.
